In most cases if you are on a shared host, you will not see a php.ini file in your directory. If you do not see one, then create a file called php.ini and upload it in the root folder. In that file add the following code:

The main issue here is that apache does not have access to the folders. The default permission is given to the ec2-user in the AMI.
run this in your terminal and you should be good to go.

The MySQL root password allows full access to the MySQL database and allows for all actions to be undertaken including creating new users, new databases, setting access rules and so on.
